TYPE OF INCIDENT: Multiple Search Warrant Execution

RESUME OF INCIDENT: Today, at 12:00 PM, search warrants were executed at seven East County smoke shops. Through police investigations it was discovered that these businesses engage in the sales of drug paraphernalia in violation of 11364.7 of the California Health and Safety Code. The warrants are the third in a series of criminal cases being conducted by local law enforcement agencies surrounding San Diego County businesses selling illegal drug paraphernalia. Similar search warrants were executed in Imperial Beach, Escondido, San Marcos and Vista, towards the end of 2008.
These investigations began many months ago due to community outrage at the sales of these types of items in residential neighborhoods. Many community based organizations including CASA (Communities Against Substance Abuse) have worked with local law enforcement, the District Attorney’s Office, Government policy makers, as well as Youth and Family Coalition Groups, to assist in gathering evidence necessary for these cases.
Each of these businesses received notification from the District Attorney’s Office informing them of the legal risks related to specific products in their stores, the intent to enforce applicable laws, as well as their plan for aggressive prosecution.
As a result of these warrants, in excess of 15,000 pieces of evidence were seized. No arrests were made at this time, as the criminal cases will be submitted to the District Attorney’s Office for prosecution purposes.
The law enforcement agencies involved in today's warrant services include the El Cajon Police Department, the San Diego County Sheriff’s Office, La Mesa Police Department, and the Escondido Police Department.
