SUSPECT DESCRIPTION:


RESUME OF INCIDENT:
On 3-16-08 the El Cajon Police received a 911 call of a non-responsive 17-year-old in an apartment at 478 Van Houten in El Cajon. Upon arrival, police officers and El Cajon Fire Department personnel found that the victim was deceased. The initial investigation indicated that the death was the result of an accidental overdose of prescription medication.

The case was assigned to Detective Mark Barber, who began to interview witnesses who had been with the victim on the day he had taken the medication. Detective Barber found that the victim had been given the medication by Justin Garza. The medication, Avinza, is a form of morphine. More than two pills in a 24-hour period can be fatal. The investigation revealed that Garza gave the victim 10-12 pills over a 10 hour period.

On 7-16-08 at about 7:30 AM, detectives from the El Cajon Police Department arrested Garza on charges including Involuntary Manslaughter and Furnishing Narcotics to a Minor.
