EL CAJON – Throughout the months of February and March of 
this year, the El Cajon Police Department has been 
conducting special operations targeting alcohol violations 
involving minors. The department’s Special Operations Unit 
has conducted several undercover details such as ‘Shoulder 
Taps’ and Decoy Stings. A ‘Shoulder Tap’ operation 
involves the use of underage minors asking patrons to buy 
them alcoholic beverages. In a Decoy Sting, the underage 
minor attempts to buy alcoholic beverages from a business.  
Violators are arrested and most often receive citations for 
the offenses. 
 
During this two month period, officers visited 49 
businesses throughout the city. All were licensed through 
the State for alcohol sales. Twelve arrests were made for 
furnishing alcohol to a minor and one minor was arrested 
for attempting to buy alcohol. Three juveniles were 
arrested for possession of alcohol. These operations are 
successful in educating local businesses as well as members 
of the community about issues involving alcohol sales and 
minors. This operation was funded by a grant from the 
California Department of Alcoholic Beverage Control’s Grant 
Assistance Program.
