RESUME OF INCIDENT:

On 3-27-08 at about 9:00 PM, the 24-year-old female victim
got off a bus in the 1200 block of E. Main Street. She was
approached by a man who began speaking to her. She tried
to walk away, at which time the suspect put a knife to her
throat and threatened to kill her. He forced the victim
into his vehicle and drove her to a secluded area, where he
raped her. After the rape, the suspect stole the victim’s
purse and released her.

The incident was reported to the El Cajon Police Department
and a description of the suspect was broadcast to officers
on patrol. At about 11:30 PM, ECPD Officer S. Breakall
stopped a vehicle matching the description of the suspect
vehicle in the 500 Block of E. Washington. The driver of
the vehicle was identified as Jesse John Garcia, 4-4-78 of
Palmdale, CA. Because he matched the description of the
suspect in the rape, Officer Breakall contacted the officer
who was handling the report of the rape. The victim was
brought to Garcia’s location where she positively
identified him as the suspect who kidnapped and raped her.

Garcia was arrested and booked into county jail for
Kidnapping, Rape and other charges. Detectives are
contacting other local law enforcement agencies in an
